For a business trip in Estonia, the best transport depends on three things: how tight your schedule is, how many people travel, and how far you go. Inside Tallinn, trams and ride-hailing apps are fast and cheap. Between cities, trains and buses are fine when your meetings line up with their timetables. A pre-booked private driver is the better choice when you arrive at odd hours, carry luggage or materials, travel as a team, or cannot afford a missed connection.
Below we go through each option with real figures, the small details that cost time (pickup zones, bus stops that skip the airport), and a plan for the most common business routes.
TL;DR
- Estonia is compact, so most business trips are short hops. Transport rarely takes long, but a badly chosen option can still cost you a meeting.
- In Tallinn, public transit and apps are cheap. Taxi fares are not government-regulated, so confirm the price before you ride.
- For intercity trips such as Tallinn to Tartu, trains and buses take about two hours. A private transfer removes the timetable and the waiting.
- Private chauffeur transfers make sense for late arrivals, groups, VIP guests and tight agendas. Our Tallinn airport city transfers start at 33 € per hour (E-Class).
- Book ahead, give the driver your flight number and agree the route and price in writing.

Why Estonia is easy for business travel, and where it still goes wrong
The country’s biggest advantage is size. The national tourism and convention bodies point to short distances between venues, hotels and the airport as the main reason business events work well here. Tallinn, Tartu and Pärnu are described as 15-minute cities.
That compactness hides a trap. Because everything looks close, travelers skip planning and then lose time on small frictions:
- an app driver waiting in a different pickup zone from the one you walked to;
- a bus that does not stop at the airport after all;
- a train that leaves 40 minutes after your meeting ends;
- a late-night landing when public transport is thin and you do not know the fare.
None of these is serious alone. Together, on a day with three meetings, they are the difference between a calm trip and a stressful one.
Your options, compared
| Option | Лучше всего подходит для | Typical cost | Main weakness |
|---|---|---|---|
| Tram or bus in Tallinn | Solo traveler, light luggage, daytime | €2 per one-hour tram ticket | Fixed routes, luggage, no door-to-door |
| Airport taxi rank or ride-hailing app | Short city trips | About €15 airport to center | Fare not regulated, variable quality |
| Train or intercity bus | Tallinn to Tartu, Narva, Viljandi | Ticket price varies by operator | Timetable decides your day |
| Private chauffeur transfer | Teams, VIPs, late arrivals, multi-stop days | Hourly or per-route price, agreed before the trip | Costs more than public options |
| Airport VIP service | High-profile guests who need private security and border procedures | €186 per person one way | A specialized service, not a normal transfer |
No single row wins. Most business travelers combine two or three of them in one trip. The skill is knowing when to pay for certainty.
Getting from Tallinn Airport to your meeting
The airport is close to the center, and there are several ways to cover the distance. Taxis wait right in front of the terminal, and the tram and bus stops are at the northern end of the terminal building. For a light-packed traveler in daytime, both are perfectly sensible.
Two details matter to a business traveler.
Pickup zones. Official taxi ranks stand immediately in front of the terminal, while ride-hailing apps can use different pickup zones, such as the Kiss & Fly area in the parking house. With a suitcase, a laptop bag and a call to join, a few extra minutes of walking is not trivial.
Fares. Taxi fares in Estonia are not regulated by the government, and airport authorities advise confirming the estimated fare before you set off. A figure around €15 into the center is typical, but your actual price depends on the operator, time and traffic.
A pre-booked transfer works differently. The driver waits for you at arrivals, tracks your flight so a delay does not leave you without a ride, helps with luggage and drives you directly to the hotel or office. If you are weighing it up for a hotel run, our Tallinn Airport to hotel transfer guide walks through what to expect.

Late arrivals and early departures
Business flights often land late or leave before dawn. That is when public options thin out and when you least want to negotiate a fare. If your schedule includes a 2 a.m. landing or a 5 a.m. departure, read our guide to an overnight airport transfer in Estonia before you book anything.
The airport’s own VIP service follows the same logic with a surcharge: 50% extra for night-time (22:00 to 06:00) or public holiday service. It is worth knowing so you are not surprised by it.
When the airport VIP service is the right tool
The airport runs a VIP service for travelers who want privacy and personalized handling. It covers private security screening, check-in, customs procedures and a private vehicle transfer, and it is priced per person. It is a distinct product, closer to a private terminal experience than to a car ride, and it makes sense for executives or public figures whose time and privacy justify it. The airport also publishes a page on ordering the VIP Business Express service.
For most business travelers, a private car plus a good plan is enough. The two can also be combined: the VIP service handles the airport, and a chauffeur handles the rest of the journey.
Moving between cities: Tartu, Pärnu, Narva and the islands
Business in Estonia rarely stays in Tallinn. Tartu has the university and its research and start-up scene, Pärnu hosts conferences and spa hotels, Narva sits on the eastern border, and the islands of Saaremaa and Hiiumaa host retreats and incentive trips.
The rail network connects Tallinn with Tartu, Narva and Viljandi, and Tallinn to Tartu takes around two hours by bus or train. That is a pleasant ride if you have a free half-day and a laptop. It is less pleasant when you have a 9 a.m. meeting in Tartu and a 6 p.m. flight from Tallinn the same day.
A daily train connection to Riga and Vilnius also exists, with a transfer in Valga. Useful to know if your Baltic itinerary is flexible, less so if it is not.
Buses can also trip you up at the airport. Many buses on the Tartu highway stop at the airport, but it is not automatic: you need to pick a route that includes the airport stop, and sometimes tell the driver. Check this before you rely on it.

What a private intercity transfer costs with us
Our published one-off route prices, starting from the figures below, give you a way to compare against your own budget:
| Route | Price from |
|---|---|
| Tallinn to Hiiumaa | 170 € |
| Tallinn to Pärnu | 190 € |
| Tallinn to Saaremaa | 210 € |
| Tallinn to Tartu | 270 € |
| Tallinn to Narva | 300 € |
| Tallinn to Luhamaa | 400 € |
| Tallinn to Koidula | 400 € |
These are starting prices, and the final amount depends on the trip. The full list is on our price list. Because a car is a shared cost, a team of three or four traveling to Tartu together often finds the per-person difference smaller than expected, with the bonus that you can work, talk or prepare in the car.
Teams, events and groups
Corporate event organizers face a different problem: not one traveler, but twenty, with different arrival times, a hotel across town and a venue with its own schedule.
The standard approach is to split by size:
- Executives and VIP guests travel in a separate vehicle such as an S-Class or V-Class, with a driver who knows the guest’s name.
- Small teams of up to a handful share a V-Class, which has room for luggage and an informal meeting on the way.
- Larger groups take a minibus or coach.
We cover group travel with a Mercedes Sprinter and a coach, and we quote custom projects individually. If you are organizing a team arrival, our guide to what a team airport pickup involves lists what to confirm in advance. Cruise-ship business visitors have their own pattern, covered in our guide to private transfers for cruise passengers in Tallinn.
A sample plan for a one-day business trip
Here is a realistic day for a visitor flying in for a meeting in Tartu and out again that evening.
- Before the trip: book the transfer, give the flight number, the meeting address and a mobile number reachable on arrival.
- Landing: the driver waits in arrivals. A flight delay shifts the pickup automatically if the flight is tracked.
- Drive to Tartu: about two hours, enough to review the agenda or take a call.
- Meeting: the car waits or returns at an agreed time.
- Return: direct to the airport, with a buffer before check-in.
By public transport the same day is possible but depends on a bus or train ending near the right place at the right time, and on a ride into Tallinn after the return. It can work. It has less slack.
Our perspective
We have worked with business travelers long enough to see the same pattern. People do not regret paying for a private transfer when it saves a meeting. They regret it when they booked one without checking the basics. So we tell clients to look at five things before they confirm any driver, ours or anyone else’s.
- The vehicle. A business traveler needs room for luggage and a calm cabin. We use Mercedes-Benz cars, from the E-Class to the V-Class and S-Class, and minibuses for groups.
- Flight monitoring. If the driver does not follow your flight, a delay becomes your problem.
- A named meeting point. A driver holding your name at arrivals is simpler than a text message with a car description.
- Language. Our drivers are multilingual, which matters when the guest has never been to Estonia.
- Availability. Business does not keep office hours. We operate 24/7.
We also do things that are not on a typical transfer menu: pet-friendly transfers for travelers who bring an animal, and exclusive photo tours for guests who want to see something of Estonia between meetings.

Practical tips that save time
- Pay digitally. Estonia is largely cashless in transport, and public transport relies on cards and digital tickets such as the Ühiskaart, so you rarely need cash.
- Confirm the fare first. For any taxi, ask for the estimate before the trip begins.
- Plan the last 20 minutes. Write down where exactly the pickup point is, whether at a terminal, hotel lobby or venue gate.
- Add a buffer. Estonia is compact, but weather, roadworks and ferry timetables on island trips are not. Island trips need extra planning.
- Keep one backup. Know the nearest tram or train in case plans change.

Is public transport good enough for a business trip in Tallinn?

Do I need the airport VIP service for a business trip?
Only if privacy and speed through security and border procedures are priorities. It costs €186 per person one way, with a 50% surcharge at night and on public holidays. Most business travelers do well with a private car and flight tracking.
